Bethesda TMP

Our team is leading the development of a comprehensive Transportation Management Plan (TMP) for NSA Bethesda to optimize transportation systems, improve commuter behavior, and ensure compliance with National Capital Planning Commission (NCPC) requirements. This effort includes a detailed Traffic Study to assess current and future traffic conditions, capacity, and level of service in accordance with Maryland’s technical evaluation standards. By integrating strategies to encourage the use of transit options and reduce single-occupancy vehicle usage, the TMP will support NSA Bethesda’s mission and align with federal sustainability goals. The project will establish a baseline of existing commuter trends and align transportation strategies with NSA Bethesda’s ongoing Installation Development Plan (IDP). Anticipated growth, mission changes, and parking projects will be incorporated into a plan that reflects current data and future requirements. The TMP will ensure compatibility with developments and trends in the surrounding geographic area, extending its scope beyond the installation’s immediate boundaries to include the neighborhood context. Through this effort, the TMP and Traffic Study will provide actionable strategies to address transportation needs, improve transit efficiency, and enhance traffic capacity. These deliverables will ensure compliance with the Federal Agency TMP Handbook and NCPC submission guidelines, supporting a forward-thinking, sustainable approach to transportation at NSA Bethesda.
